FLAGSTAFF, Ariz. (AP) - The period to comment on a water discharge permit for a controversial coal mining operation in northern Arizona has been extended.


The U.S. Environmental Protection Agency is giving the public 30 additional days, or until April 30, to provide comment on the proposed permit for Peabody Energy's Black Mesa mine complex.


The EPA withdrew the permit late last year after an appeal by environmentalists, who contended the discharge of heavy metals and pollutants threatens water sources for nearby tribal communities.


The EPA says the proposed permit will help ensure that water quality standards are met. The agency says the permit also would include new requirements for reclaimed mine areas, and plans to control sediment and seepage from stormwater treatment ponds.


(The mine complex is located on Navajo and Hopi lands about 20 miles southwest of Kayenta, Ariz.)

To whom it may concern,
I write this letter today with great concerns over this permit to Peabody Western Coal. In fact all of Peabody Coals activity, no matter what state they operate in. Especially if they are on Native lands.
I understand that the EPA withdrew this permit last year after an appeal by environmentalists who were concerned over the discharge of heavy metals and pollutants threatening water sources for nearby tribal communities. I also understand that the EPA says the proposed permit will help ensure that water quality standards are met. Also the "new" permit would have new requirements for reclaimed mine area and plans to control sediment and seepage from storm water treatment ponds. All this sounds great, but Peabody does not have a wonderful record.
The Black Mesa/ Kayenta mine has operated since the early 1970's and is located on approximately 65,000 acres of land leased within the boundaries of the Hopi and Navajo Nations. This permit would allow storm water to be dumped into all type of waters. This water is life giving. It brings life to plants, animals and humans. Water from mines are contaminated and bring death. No matter how good the intentions are how great the plan, there is always human accidents. They cause harm. Requirements sound good, but put into hands like the type of Peabody Coal, they will not be followed. Peabody Coal has a horrible track record, when it comes to Native Peoples and their health.
I know that the history of "using" /"taking" lands of Native Peoples is something that Peabody Coal is very good at. It is on file that the Mormon Church's head deacon and lawyer in the 1970's worked very hard at such practices. It was finally drafted into a bill by Sen. John McCain in 1997. After it was quietly signed into law, the Dine’ were forcefully removed and put on a "toxic-radio-active" dump called the Rio Puerco. In 2000 they took their films of their "survival" to the U.N. where they showed the World leaders and told them of their fight to survive. The leaders were horrified at what they saw. The words, Human Rights Abuse come to mind.
The Native Peoples have suffered enough. They need their lands unspoiled. They need to be in charge of "their" lands.
I and my husband have many Native people in our family. Many live out West. Many live all over the US. We are very concerned for the well being of all Native Peoples. Please do NOT allow this horrible coal company any more rights to destroy!!!!! !

Tories ignoring Inuit, Liberal conference told

MONTREAL—Inuit people are less involved in federal government decisions today than they were before the federal Conservatives came to power, according to Sheila Watt-Cloutier, a leading voice for the Arctic in Canada and in international circles.

"There was a time where there was a lot more access," Watt-Cloutier told the Liberal 'thinkers' conference in Montreal Saturday.

A cabinet committee on aboriginal peoples was disbanded in 2006, as well as the office of the Arctic ambassador, Watt-Cloutier reminded the largely Liberal audience.

Watt-Cloutier, a Nobel-Prize nominee, singled out almost a half-dozen former Liberal cabinet ministers for praise in her description of the way previous governments worked with Inuit people on Arctic issues such as climate change.

The Conservatives did name Leona Aglukkaq to the Health Minister's job in 2008, making her the first Inuit woman to hold a senior cabinet post in Canada. It has also made clear that Canada?s North is one of its policy priorities in repeated Throne Speeches.

But Watt-Cloutier said she was surprised earlier this year, at a G-8 ministers' meeting in Iqaluit, to learn how little Canadian government officials appeared to understand about the North.

"There were Canadian government officials who came up, who knew just very little about Canada's North," she said. "If the government of Canada is to use Arctic circumstances in its foreign policies in its foreign policies, it must really understand what is going on in the Arctic—to make that extra effort."

Watt-Cloutier, a former international chair of the Inuit Circumpolar Council, said she was also disappointed that so many of the participants in that meeting avoided an event in which seal meat was served.

Yesterday, CREW - with the support of VoteVets.org - filed complaints with the Internal Revenue Service (IRS) and the Federal Trade Commission (FTC) against conservative FOX News host Sean Hannity's Freedom Concerts and Lt. Col. Oliver North's charity, Freedom Alliance.

Hannity and North claim 100 percent of Freedom Concert proceeds are donated to Freedom Alliance's scholarship fund for the children of killed and wounded veterans, but CREW has found that is not the case.

In reality, Premiere Marketing organizes and promotes the concerts and then gives an unknown portion of the proceeds from concert ticket sales to Freedom Alliance's scholarship fund. It just so happens that Premiere Marketing is run by Duane Ward, a long-time associate of North's, who also runs the Premiere Speakers Bureau, which represents both Hannity and North in setting up their highly paid speaking engagements. The Freedom Alliance is also violating its status as a charitable organization by blatantly engaging in political activities. The Department of the Interior has decided to turn over to Indian tribes and Native Hawaiians the human remains and artifacts currently in possession of museums and natural history collections. Taking effect May 14, the decision includes remains that cannot be traced to a particular tribe or organization. These remains will be given to tribes that had a proven presence on the land from which the remains were taken.


Interior Department officials also announced they are streamlining the process by which it returns remains and artifacts. Previously, the Secretary of the Interior relied on a special review committee to decide how to process requests from tribes. That committee has now been eliminated.

The changes are part of the Native American Graves Protection and Repatriation Act of 1990, which requires all museums and federal agencies to identify Indian cultural items in their collections. As of last year, the remains of almost 40,000 people have been registered.

In response to the Interior Department rule changes, the University of Michigan said it will return the remains of nearly 1,400 Indians, some of them more than 3,000 years old, to various tribes.

It is still unclear what will become of Kennewick Man, a 9,000-year-old skeleton that was found on the Columbia River in Washington State in 1996. The remains were the subject of a lawsuit, settled in by the Ninth Circuit Court of Appeals in 2004, that denied local tribes ownership because it could not be proven that Kennewick Man belonged to a tribe.

The U.S. Department of Education, Office of Indian Education is pleased to announce that the winners of the 2010 Native American Student Artist Competition are now available on O’ai’ee’s Activity Center. The competition, which celebrates the value and success of education in Indian communities, was open to all American Indian and Alaska Native students in Grades Pre-K through 12.

By hosting the annual competition, the Office of Indian Education hopes to inspire students to explore the connections between their education and native culture through art and writing. Entries were to relate to the 2010 theme Bringing Honor Through Education and reflect the promise and importance of pursuing an education for native youth.

Submissions were judged in six different grade levels. Prizes were awarded to 1st, 2nd, and 3rd place winners in the art and writing categories, and a certificate of participation was sent to each student. A total of 817 students from 33 states submitted works in a variety of media.

Vatican must act against ingrained culture of abuse

My mother is as devout a Catholic as one is ever likely to encounter — fish on Fridays, mass on Sundays. But she hasn't darkened the door of a church in years — not because she can't through illness, but because she won't through stubbornness.

Her belief in the church was irrevocably damaged a decade ago when her local parish priest was found dead of an apparent heart attack. Sad, indeed. But he went to meet his maker buck naked in a gay bath house — not the most blessed pose for the dearly departed.

Bless him, Father, for he hath sinned. And he wasn't alone.

Over the past two decades, the Roman Catholic Church around the world has been shaken by allegations of sexual abuse against minors, physical abuse against those it was supposed to educate, and elaborate attempts to cover up those dirty and shameful deeds.

Response

Last week, Pope Benedict XVI took the unusual step of issuing a public letter to all Irish bishops, telling them that those in senior positions had erred, and that anyone involved in such deeds should face justice. While the letter was talking specifically about the situation in Ireland, it was issued generally as guidance to church authorities around the world to ensure that acts of abuse by figures in authority would not be tolerated.

In Canada, the US and Australia and across Europe, Catholic religious orders such as the Christian Brothers, the Oblate Fathers and the Sisters of Mercy have been at the centre of horrific tales of sexual abuse of minors. In residential schools in Canada, for example, young indigenous people were physically beaten for speaking their native tongues, while their minders satisfied their physical needs on their innocent charges. In the US, priests carried out near systemic abuses on some victims, with substance abuse and suicides following in the wake of those who endured the Fathers' sins.

And in Ireland, it is estimated that one-in-four children who passed through the school system suffered abuse of one kind or another.

Sadly, it took many decades of hurt, torment, tears and fears for the full extent of abuse at the hands of Catholic authorities to come out.

Indeed, the current Pope, while a Vatican administrator responsible for discipline, ordered all bishops around the world to report all cases of abuse to his office. But the abuse was to be kept secret and out of the hands of judicial authorities at all costs and under threat of excommunication.

For years, reports of abuse were not taken seriously or were simply covered up by Catholic authorities. When reports of abuse were acted upon, there was no judicial action taken against the perpetrators — they were simply transferred to a new parish where they were free to engage again and again in their acts of self-gratification.

Given that the Catholic Church was a cornerstone of social, political, educational and sporting life, to make a claim of abuse meant being an outcast. It was simply unfathomable that a man of the cloth — a person sworn to a pious life and installed on a pedestal of influence — could be guilty of abusing children.

For those who were abused, the demons remained, drowned by alcohol, numbed by violence and always ready to re-emerge and destroy what little good life brought.

Growing up in Ireland, I was beaten and strapped by those who were supposed to educate me. One priest took sadistic joy in striking us with the metal leg of a chair; another by pulling our hair; another by tugging us around the classroom by the ear, then slapping us with full force across the face.

No excuse

These were not men of God nor faith, religion nor learning — they were sick sadistic bullies who lacked the training and professionalism of true teachers. I wish I knew then what I know now. And I wish I met some of those same men now, so help me God!

In that same parish where my mother used to go to church was a retirement home for Christian Brothers to live out their final years. When they died, they were buried in a neat cemetery with identical headstones in the grounds of the home — ever so much like the military burial grounds dotted around Europe.

You'd meet the elderly Brothers bent over, hobbling along by the sea wall, taking the salt air. I can't but wonder now how many of those frail figures were demons to those in their care.

Under those cold granite gravemarkers they may rest in peace. But there are generations of the tormented who cannot forget and who will not forgive what was done to them.

Until such a time as the Vatican deals with that, in deeds and not in words alone, this sick scandal will remain.

The purpose of this two-day Convention is to empower Indigenous peoples and Indian Nations to collaborate effectively in our work to protect Indigenous sacred places and cultural resources in California and throughout the nation.

Goals:
• Promote information sharing among Indian Nations, grassroots Indigenous led organizations, Indigenous sacred places activists, and community organizers on strategies for successful sacred place protection.
• Build the capacity of Convention participants to protect their sacred sites.

• Identify points of collaboration for local, state, and national legislative, policy,and community action to promote the protection of Indigenous sacred places.

• Increase the community organizing skills of Convention participants.

• Engage tribal youth on the issue of Indigenous sacred place protection.

• Develop a strategic plan for further statewide and national collaboration of Indigenous peoples on sacred place protection issues.

Democrats extend health care to 32 million people, and how do Republicans react? Their eyes get all crazy-like. They throw fits. They vow repeal. And they will track down every Democratic member of Congress like bloodhounds on the chase.

Look, we didn't fight all these years for health care reform to see it dismantled by a radio blowhard, a bunch of regressive Republicans and an angry mob of right wingers. But their rhetoric will only grow more dangerous and threaten President Obama's accomplishments and future agenda. So when that FEC deadline comes Wednesday at midnight, we as Democrats need to show our post-healthcare strength.

On the Senate floor, Judd Gregg compared health care reform to not only a "huge asteroid," but a huge asteroid that will "land on our children's heads." Rep. John Boehner ranted at the top of his lungs until his face turned beet red. Glenn Beck cried. And "tyranny" and "socialism" are hot new topics on Twitter. I've gotta ask: What is WRONG with these people?

I haven't heard such claptrap from the Republicans since they said President Clinton's economic plan would be "a one-way ticket to a recession." They were wrong about Clintonomics, which balanced the budget while creating 23 million new jobs and lifting millions out of poverty. And they're just as wrong about Obamacare, which at its heart just means a family doctor for every family.

And if you think it couldn't possibly get any worse, just wait. The lies will only get more airplay now that corporations can spend unlimited money for candidates. Special interests are already spending more than $800,000 per day to kill President Obama's agenda. This number will only grow.

It might be laughable - if it weren't so dangerous. This election will determine the future of everything we've accomplished. Do we stand with President Obama and his progressive vision? Or do we let crazy conservatives destroy everything?

H.P. Albarelli Jr. is an investigative reporter and writer who lives in the Tampa Bay region of Florida. Other articles he has written about Frank Olson's death, as well as about the post-9/11 anthrax investigation, biological warfare, and other subjects, appear on the World Net Daily web site. Other writings by Albarelli may be found in WITNESS, a literary journal, and Tampa's alternative newspaper, The Weekly Planet. In the 1970’s Dick Cheney and Donald Rumsfeld succeeded in blocking his family's request for a new investigation into his death. Later, the Bush administration pushed for the legalization of some of the very torture techniques they had so successfully protected in the 1970's.

Whose secrets were being protected?

Why in the world that the words universal health care would upset anyone is beyond me. Oh there are rumors spread by Fox and on CNN and by Republicans opposed to health care for everyone that would make a bad fiction novel. There were no death panels. There was not any cutting off of grandpa and grandma’s social security. There was no communist plot to take over health care. There was no health care invented by President Obama to take government control of our health care.
Republican and Democratic presidents have said that we needed it.

The truth is the idea of giving all people health care, since we are way down on the list for people dying needlessly and way up on the list for cost according to the World health organization (I know they call the W.H.O. names for publishing the statistics that are accurate.) Now I have seen articles decrying the hostile take over (of duly elected members of the congress and senate) and how it’s being shoved down our throats. And I am grateful for the debate. At least the people writing with some rational mind are not threatening senators and congressmen and women, breaking windows out, call them faggot and n-words like the Tea Party goers are. Or maybe they are better controlled Tea Partiers.

The name Tea Party, brings to my mind the Boston Tea Party where British subjects rebelled against there government (who illegally invaded and took Native American’s lands by force) and then they dressed up like native peoples to commit acts of vandalism in protest. Then came their violent revolution where a lot of people died including Native American people. Why did they dress up like native peoples? To put the blame for their evil acts on Native peoples like they have been falsely attributing violent acts to Native peoples while they perpetuated violent acts against them. And so now we have those who want to violently overthrow a duly elected government because they don’t agree with its policies on health care. That’s a little over the top don’t you think? Let’s take a look at the benefits of what got voted in this time.

Besides Indian health Care finally getting some real funding and improvements, we see the following will happen immediately.

Let's start with how health insurance reform will expand and strengthen coverage:
• This year, children with pre-existing conditions can no longer be denied health insurance coverage. Once the new health insurance exchanges begin in the coming years, pre-existing condition discrimination will become a thing of the past for everyone.
• This year, health care plans will allow young people to remain on their parents' insurance policy up until their 26th birthday.
• This year, insurance companies will be banned from dropping people from coverage when they get sick, and they will be banned from implementing lifetime caps on coverage. This year, restrictive annual limits on coverage will be banned for certain plans. Under health insurance reform, Americans will be ensured access to the care they need.
• This year, adults who are uninsured because of pre-existing conditions will have access to affordable insurance through a temporary subsidized high-risk pool.
• In the next fiscal year, the bill increases funding for community health centers, so they can treat nearly double the number of patients over the next five years.
• This year, we'll also establish an independent commission to advise on how best to build the health care workforce and increase the number of nurses, doctors and other professionals to meet our country's needs. Going forward, we will provide $1.5 billion in funding to support the next generation of doctors, nurses and other primary care practitioners -- on top of a $500 million investment from the American Recovery and Reinvestment Act.
Health insurance reform will also curb some of the worst insurance industry practices and strengthen consumer protections:
• This year, this bill creates a new, independent appeals process that ensures consumers in new private plans have access to an effective process to appeal decisions made by their insurer.
• This year, discrimination based on salary will be outlawed. New group health plans will be prohibited from establishing any eligibility rules for health care coverage that discriminate in favor of higher-wage employees.
• Beginning this fiscal year, this bill provides funding to states to help establish offices of health insurance consumer assistance in order to help individuals in the process of filing complaints or appeals against insurance companies.
• Starting January 1, 2011, insurers in the individual and small group market will be required to spend 80 percent of their premium dollars on medical services. Insurers in the large group market will be required to spend 85 percent of their premium dollars on medical services. Any insurers who don't meet those thresholds will be required to provide rebates to their policyholders.
• Starting in 2011, this bill helps states require insurance companies to submit justification for requested premium increases. Any company with excessive or unjustified premium increases may not be able to participate in the new health insurance exchanges.
Reform immediately begins to lower health care costs for American families and small businesses:
• This year, small businesses that choose to offer coverage will begin to receive tax credits of up to 35 percent of premiums to help make employee coverage more affordable.
• This year, new private plans will be required to provide free preventive care: no co-payments and no deductibles for preventive services. And beginning January 1, 2011, Medicare will do the same.
• This year, this bill will provide help for early retirees by creating a temporary re-insurance program to help offset the costs of expensive premiums for employers and retirees age 55-64.
• This year, this bill starts to close the Medicare Part D 'donut hole' by providing a $250 rebate to Medicare beneficiaries who hit the gap in prescription drug coverage. And beginning in 2011, the bill institutes a 50% discount on prescription drugs in the 'donut hole.'

You know the way that this president has stood up to the crazies outside and inside congress and has tried to help Native peoples lives improve, we might just thank him instead of throwing so much hate around because this plan will help Republicans to have better health care also. I’m kinda tired of hate. How ‘bout you?

As outrage mounted over the latest Catholic Church sex scandal, writer Christopher Hitchenscalled for the arrest of Pope Benedict XVI, and singer Sinead O'Connor said the pope should face a criminal investigation.


Protesters rallied outside the Vatican, angry that an office under his command had stopped the prosecution in 1996 ofWisconsin priest Lawrence Murphy, who admitted molesting 200 boys at a school for the deaf where he worked for 20 years.

The secret church trial was halted after Murphy made a personal appeal to the future pope asking for mercy.

The Murphy case emerged as Catholic anger was already building over growing sex scandals in Ireland and in the pope's native Germany where his level of trust has fallen to 24 percent, according to a recent Stern magazine poll.

The Vatican continued to be rocked almost daily about new revelations. The New York Timesreported today that the pope when he was archbishop of Munich was included on a memo about a priest he had sent to therapy for pedophilia was returning to pastoral work. The priest was later convicted of molesting boys.

It is a common misconception that using “redskin” is honoring indigenous
people and that is not the case. The existence of this mascot for a school
system goes beyond being derogatory; it allows students in the school to
feel desensitized to symbols of shame and humiliation towards American
Indians. It produces derogatory images that are de-humanizing to entire
nations of peoples within this country. The “redskin” as a mascot is
celebrating the marginalization of American Indians and promoting the belief
that they are not real people, but characters for our amusement.

While we are graduates of Clinton schools, and four generations of our
family before that were, we also recognize that racism does not follow
county lines. Everyone that comes in contact with the Clinton school system
feels the affects of this mascot. It teaches the students stereotyping and
allows for the continuation of racism and misconceptions within the
community.

Since this has begun we have been verbally abused, received hate mail, had
rocks and garbage thrown at us and our family members have been attacked; we
have been called outsiders and shunned. This is part of the reason why we
did not bring up the issue when we were students in Clinton schools. Our
family has always felt strongly that Clinton cannot continue using this
mascot and logo, but as students we did not feel that we were in a position
to make change and feared the retaliation that we knew would be inevitable.

The Michigan Coalition against Racism in Sports and Media has been all over
the state addressing mascots like the one in Clinton. This is not an
isolated event and schools across the state and the nation are making
changes to remove native mascots. While this is the first time the Michigan
Coalition has been in Clinton, the matter of changing the mascot has been
introduced to Clinton’s school board in the past by other community members.
The vocal majority of Clinton has made it clear that they do not intend for
the mascot to be offensive; but despite their intent, that does not change
the history this word represents and how it made us feel as students. When
it comes to issues involving race, you cannot use the majority decision.

For the past 17 months our civil rights have been violated. Our right to
discuss this issue on the Clinton school board agenda has been continually
denied and we have been silenced on an issue that is so important. We are
being forced to speak only when they do not have to listen and put ourselves
in an environment that has already proved hostile. Our only outlet is
through peaceful demonstrations before school board meetings. Every school
that plays Clinton and every person that drives by their sign is being
exposed to the racism, stereotyping and bigotry that the “redskins” mascot
produces.

Good afternoon,

Since the House of Representatives voted to pass health reform legislation on Sunday night, the legislative process and its political impact have been the focus of all the newspapers and cable TV pundits.

Outside of DC, however, many Americans are trying to cut through the chatter and get to the substance of reform with a simple question: "What does health insurance reform actually mean for me?" To help, we've put together some of the key benefits from health insurance reform.


Let's start with how health insurance reform will expand and strengthen coverage:


This year, children with pre-existing conditions can no longer be denied health insurance coverage. Once the new health insurance exchanges begin in the coming years, pre-existing condition discrimination will become a thing of the past for everyone.


This year, health care plans will allow young people to remain on their parents' insurance policy up until their 26th birthday.

This year, insurance companies will be banned from dropping people from coverage when they get sick, and they will be banned from implementing lifetime caps on coverage. This year, restrictive annual limits on coverage will be banned for certain plans. Under health insurance reform, Americans will be ensured access to the care they need.


This year, adults who are uninsured because of pre-existing conditions will have access to affordable insurance through a temporary subsidized high-risk pool.

In the next fiscal year, the bill increases funding for community health centers, so they can treat nearly double the number of patients over the next five years.

This year, we'll also establish an independent commission to advise on how best to build the health care workforce and increase the number of nurses, doctors and other professionals to meet our country's needs. Going forward, we will provide $1.5 billion in funding to support the next generation of doctors, nurses and other primary care practitioners -- on top of a $500 million investment from the American Recovery and Reinvestment Act.



Health insurance reform will also curb some of the worst insurance industry practices and strengthen consumer protections:


This year, this bill creates a new, independent appeals process that ensures consumers in new private plans have access to an effective process to appeal decisions made by their insurer.

This year, discrimination based on salary will be outlawed. New group health plans will be prohibited from establishing any eligibility rules for health care coverage that discriminate in favor of higher-wage employees.


Beginning this fiscal year, this bill provides funding to states to help establish offices of health insurance consumer assistance in order to help individuals in the process of filing complaints or appeals against insurance companies.


Starting January 1, 2011, insurers in the individual and small group market will be required to spend 80 percent of their premium dollars on medical services. Insurers in the large group market will be required to spend 85 percent of their premium dollars on medical services. Any insurers who don't meet those thresholds will be required to provide rebates to their policyholders.


Starting in 2011, this bill helps states require insurance companies to submit justification for requested premium increases. Any company with excessive or unjustified premium increases may not be able to participate in the new health insurance exchanges.



Reform immediately begins to lower health care costs for American families and small businesses:


This year, small businesses that choose to offer coverage will begin to receive tax credits of up to 35 percent of premiums to help make employee coverage more affordable.

This year, new private plans will be required to provide free preventive care: no co-payments and no deductibles for preventive services. And beginning January 1, 2011, Medicare will do the same.

This year, this bill will provide help for early retirees by creating a temporary re-insurance program to help offset the costs of expensive premiums for employers and retirees age 55-64.

This year, this bill starts to close the Medicare Part D 'donut hole' by providing a $250 rebate to Medicare beneficiaries who hit the gap in prescription drug coverage. And beginning in 2011, the bill institutes a 50% discount on prescription drugs in the 'donut hole.'

You've probably heard about Tea Party members shouting "Nigger!" at Black Congressmen during a protest in Washington, D.C. last weekend. One of the protesters spat on Congressman Emmanuel Cleaver, while another called openly gay Representative Barney Frank a "faggot" as the laughing crowd imitated his lisp.1

But Saturday was just the most recent example of the intolerance and hate coming from right-wing extremists this past year. At times it's been instigated by Republican leaders. When not, it's usually condoned and seen as part of a strategy to score politically. Either way, it's completely unacceptable and has to stop.

It's time to confront Republican leadership and force them to take responsibility for the atmosphere they've helped create. Join us in drawing a line in the sand, and ask your friends and family to do the same:

We're calling on RNC Chair Michael Steele, House Minority Leader John Boehner, and Senate Minority Leader Mitch McConnell to publicly do two simple things:

Unequivocally condemn bigotry and hate among their supporters, and make clear that those who embrace it have no place in their party.

Make clear that they will not tolerate fear-mongering and coded appeals to racism from officials in the Republican party, at any level.
Republican leaders publicly denounced Sunday's ugly scene, but they failed to acknowledge that this is only the latest incident in a pattern of violent rhetoric, racially charged imagery, and paranoid conspiracy theories at Tea Party rallies.2 Many Tea Partiers aren't simply about dissent -- they use fear and hatred to assault the very legitimacy of our elected leaders. It's the worst America has to offer.

Despite this, Republican leaders court the Tea Party movement while methodically supporting, exacerbating and exploiting their fear and anger for cynical political ends.3 This is nothing less than a betrayal of American values, and it's up to us to force the Republicans to stop aiding and abetting this enterprise:

The Tea Party movement has been marked by racially inflammatory and violent outbursts since its inception a year ago. GOP leaders are trying to pass off this weekend's assaults on Congressmen Lewis, Cleaver, Clyburn and Frank as isolated incidents. But when so-called "isolated incidents" crop up again and again, a pattern starts to emerge. The examples are numerous.

At rallies held to protest tax day last year, Tea Partiers carried signs that announced "Obama's Plan: White Slavery," "The American Taxpayers are the Jews for Obama's Oven," and "Guns Tomorrow!"4 The Republican National Committee had endorsed the rallies, and RNC Chairman Michael Steele encouraged Tea Partiers to send a "virtual tea bag" to President Obama and Democratic Congressional leadership.5 After reports of the fear-mongering signs surfaced, Steele did nothing to distance his party from the lunatic fringe. He has even gone so far as to say that if he didn't have his current position, he'd be "out there with the tea partiers."6 Some Republican governors even planned a "Tea Party 2.0" for the following month in an effort to build on the rallies' momentum.7

The Tea Party's venomous rhetoric picked up steam over the summer, when angry mobs flooded town hall meetings legislators had organized as sites for rational, civil debate on health care reform. After one meeting in Atlanta, a swastika was painted on the office of Congressman David Scott (D-GA), who had also received a flier addressed to "nigga David Scott." 8 Some protesters showed up at town hall meetings carrying guns, including at least one man who was armed at an event where the President was speaking.9 Again, Republicans responded to these tactics with silence, doing nothing to denounce them.

Similarly, there was no public outcry from Republican leadership when Mark Williams, a leader of the Tea Party movement, was exposed for having described the President as "an Indonesian Muslim turned welfare thug and a racist in chief" on his blog.10 Instead, members of the GOP continued to show up to and endorse Tea Party rallies. And as recently as Sunday -- the day that the historic health care bill passed the House -- Republican members of the House riled up the same Tea Party crowd that had earlier harassed their fellow members with hate and bigotry.

Our country deserves better than this. No matter what party one supports, we should all take strong action to support civil, honest, and respectful public debate. Can you take a moment to call on Michael Steele, John Boehner, and Mitch McConnell to denounce the racist rhetoric and fear-mongering that have been ongoing, significant characteristics of the Tea Party movement, and tell those who embrace these divisive and un-American beiefs that they have no place in their party, as members or leaders? And when you do, please ask your family and friends to do the same:

To My Fellow Citizens, the Republicans:

Thanks to last night's vote, that child of yours who has had asthma since birth will now be covered after suffering for her first nine years as an American child with a pre-existing condition.

Thanks to last night's vote, that 23-year-old of yours who will be hit one day by a drunk driver and spend six months recovering in the hospital will now not go bankrupt because you will be able to keep him on your insurance policy.

Thanks to last night's vote, after your cancer returns for the third time -- racking up another $200,000 in costs to keep you alive -- your insurance company will have to commit a criminal act if they even think of dropping you from their rolls.

Yes, my Republican friends, even though you have opposed this health care bill, we've made sure it is going to cover you, too, in your time of need. I know you're upset right now. I know you probably think that if you did get wiped out by an illness, or thrown out of your home because of a medical bankruptcy, that you would somehow pull yourself up by your bootstraps and survive. I know that's a comforting story to tell yourself, and if John Wayne were still alive I'm sure he could make that into a movie for you.

But the reality is that these health insurance companies have only one mission: To take as much money from you as they can -- and then work like demons to deny you whatever coverage and help they can should you get sick.

So, when you find yourself suddenly broadsided by a life-threatening illness someday, perhaps you'll thank those pinko-socialist, Canadian-loving Democrats and independents for what they did Sunday evening.

If it's any consolation, the thieves who run the health insurance companies will still get to deny coverage to adults with pre-existing conditions for the next four years. They'll also get to cap an individual's annual health care reimbursements for the next four years. And if they break the pre-existing ban that was passed last night, they'll only be fined $100 a day! And, the best part? The law will require all citizens who aren't poor or old to write a check to a private insurance company. It's truly a banner day for these corporations.

So don't feel too bad. We're a long way from universal health care. Over 15 million Americans will still be uncovered -- and that means about 15,000 will still lose their lives each year because they won't be able to afford to see a doctor or get an operation. But another 30,000 will live. I hope that's ok with you.

If you don't mind, we're now going to get busy trying to improve upon this bill so that all Americans are covered and so the grubby health insurance companies will be put out of business -- because when it comes to helping the sick, no one should ever be allowed to ask the question, "How much money can we save by making this poor bastard suffer?"

Please, my Republican friends, if you can, take a quiet moment away from your AM radio and cable news network this morning and be happy for your country. We're doing better. And we're doing it for you, too.

Angry activists who had gathered outside the Capitol to protest health care reform Saturday yelled "nigger" at a few members of the Congressional Black Caucus, including civil rights icon Rep. John Lewis from Georgia.

Protesters also spat on at least one black lawmaker, and the most high-profile openly gay lawmaker, Rep Barney Frank, was apparently called a "faggot." Rep Emanuel Cleaver said he was spat upon while walking toward the Capitol. Police arrested the assailant, but Cleaver decided not to press charges.

A statement from his office read: "This is not the first time the Congressman has been called the 'n' word and certainly not the worst assault he has endured in his years fighting for equal rights for all Americans."

Democratic leaders expressed shock at the behavior and said it was time for Republicans to publicly condemn the behavior and distance themselves from the protesters. "I heard people saying things today I've not heard since March 15th, 1960, when I was marching to try and get off the back of the bus," House Majority Whip James Clyburn said.

After following the "tea party" movement since its inception, one liberal blogger writes that she's "having a hard time tonight trying to believe almost uniformly white tea partiers are anything other than a racist, right-wing reaction to the election of an African American president who brings with him feminists and gays."

RNC chief Michael Steele and the organizer of theTea Party Express movement have condemned the behavior, calling it "isolated."

In issuing the approval, the MDEQ overstepped the Keweenaw Bay Indian Community’s treaty rights, and dismissed a 2009 ruling by Administrative Law Judge Richard Patterson, who found that Eagle Rock is a place of spiritual importance to Keweenaw Bay Community and should be protected.

Judge Patterson, in his ruling, stated that both Kennecott and the MDEQ “did not properly address the impact on the sacred rock outcrop known as Eagle Rock” and suggested that they move the mine’s entry point somewhere “away from the rock”.

The MDEQ unilaterally decided that the judge’s ruling was unnecessary “…because it pertained to Eagle Rock as a place of worship. They believe that a place of worship must be a building and therefore negates comments that were not in favor of the mining company,” explains the Yellow Dog Watershed Preserve, who works along side the Keweenaw Bay Indian Community and others opposed to the mine.

However, the MDEQ did much more than dismiss the ruling and deny the sacredness of Eagle Rock. First, it handed the matter down to a Senior Policy Advisor, who made the decision on his own and just two days before the MDEQ was formally dissolved.

Cynthia Pryor, Campaign Director for the Yellow Dog Watershed Preserve, comments:

“What just happened here? The DEQ, as party to a State of Michigan Administrative Contested Case process, just unilaterally bypassed both the legal process and Administrative Law Judge Patterson in making a sweeping declaration and finding of law. This sweeping “judgment” was made not by Judge Patterson, not by past DEQ Director Stephen Chester, not by the interim DEQ Director Jim Sygo, but by a Senior Policy Advisor within the DEQ. This was done as a final DEQ action on the matter – on the day before the DEQ was to be dissolved and the new DNRE Director was to take office.

“How blatant can this be? This is the dramatic action of a DEQ that hopes as a last ditch effort to resolve the Kennecott issue and allow this mine on the Yellow Dog Plains – before their authority is superseded by a new agency. Delegation of DEQ Director ‘final decision’ on the matter, was given to Senior Policy Advisor Frank J. Ruswick, Jr. two weeks ago. There was no known correspondence from Judge Patterson to the DEQ, Kennecott or the petitioners during this time frame. But out of the blue, a day before DEQ dissolution, this DEQ policy advisor made a judgment, ruling and order granting Kennecott both a Part 632 mining permit and a ground water discharge permit AND vacating a remand order made by then Director Stephen Chester concerning Eagle Rock as a “place of worship”. A policy advisor of the DEQ became a Judge and a DEQ Director and has so ruled – and we must accept that?

This is an egregious act that now will absolutely require appeal to a higher court and should require an appeal to the new DNRE Director Rebecca Humphries and the Governor of this state. We should not sit by and accept such action as the accepted mode of “lawfulness” in this state.

Ottawa urged to end Indian band councils' post-secondary funding

A new think tank wants Indian band councils stripped of their power to give out post-secondary education grants. Instead, it says, Ottawa should create accounts for each Indian child at birth that would be used later for tuition and living expenses.

The proposal from the Macdonald-Laurier Institute arrives as the Conservative government prepares to unveil a new plan to finance native and Inuit post-secondary education.

For the authors, anything would be better than the status quo.

"The current system is rife with nepotism, corruption, favouritism," according to Calvin Helin, a first-nation entrepreneur and co-author of the report. Chiefs and councils decide who deserves funding and much of the money doesn't get spent on students at all.

"Education is far too important to be politicized in this way," Mr. Helin maintains.

But the idea of cutting funding to the councils has not gone down well with the Assembly of First Nations, which represents Canada's status Indians.

"We see nothing in [the report] that will help increase student access, retention or graduation rates, which must be the goal of any post-secondary program," Karyn Publiese, the AFN's communications director, said in an e-mail.

Among Indians 25 to 64 years of age, 38 per cent have failed to complete high school. For non-aboriginals, the figure is 15 per cent. Only three per cent of registered Indians have a university degree, compared to 18 per cent for the general population.

Registered Indians who finish high school, whether they live on or off reserve, are eligible for grants to attend a vocational school, college or university. Ottawa spends $314-million annually on those grants. But no one has a clue about how much actually benefits students. Ottawa simply gives the money to band councils, who disburse it as they see fit. Any money left over goes into the general budget.

The authors of the report consider this outrageous. "Surplus funds from a national program intended to cover Indian students' post-secondary education should be spent on the students," they assert, "not on band council travel expenses or staff childcare arrangements."

And if you are one of the 70 per cent of Indians who live off reserve, Mr. Helin added in an interview, "you would probably not receive a dime. Nobody knows you and there is no political payoff to financing your education."

The report proposes that the federal government deposit $4,000 in an aboriginal post-secondary savings account for each Indian at birth. Further deposits would follow as the students progress through school, giving them each $25,000 plus interest accrued to use for post-secondary education. The government would send funds for tuition directly to the school, while providing a stipend for living expenses. This would cost no more than the $314-million being spent now. If the student's do not go to post-secondary education, the money would go back into government revenues.

The proposal must confront the dismal legacy of federal involvement in Indian education, which included the infamous residential schools and other abuses. That is why bands now directly control education funding, and one reason they won't easily surrender that control.

Indian and Northern Affairs, in a statement, said it "welcomes" the report, and would include it with other input the department has been gathering over the past two years as it prepares to announce a new plan for Indian and Inuit post-secondary education funding.

For the AFN, the best approach would be for Indian and Northern Affairs to work with natives to design programs together, and to increase funding for those programs, on the grounds that post-secondary grants have not been keeping up with rising tuition.

Beyond the moral imperative of breaking the poverty cycle among Indians on reserves is the practical consideration of the shortages that will emerge in the Canadian labour force as the Boomers start to retire.

"The aboriginal population is the greatest source of underutilized workers" in the country, Mr. Helin observes.

"If Canada wishes to retain its current level of prosperity and its current level of wealth, we absolutely have to get the aboriginal population involved in the work force."

The question is whether continuing to let local chiefs decide who gets to go to college will get the job done.

EAGLE FEATHER CASE FOUR YEARS LATER
Dear Friends:

The long awaited date is near. We will be appearing at the Federal Court on March 23,2010 at 4:00 PM Texas time. We have been waiting for almost three years for this case. So I am writing to ask you to please pray as we confront the United States government over the taking of forty-two of our Eagle feathers and the violation of our Religious Rights as American Indians.

If you are anywhere near the McAllen Texas area, you are welcome to come and support our efforts to change laws. We are not suing for money, we are suing for the right to be who God the Creator made us to be, Indian people. We are suing for the right to use sacred objects such as Eagle Feathers in our pow wows and ceremonies. We are suing to change laws that clearly violate our rights as American Indians. Laws that say it is illegal to advertise our gatherings. Laws that say it is illegal to have the exchange of money in our celebrations. That would make honoring a person in the circle against the law. These are laws that give our federal government officers the right to come into our ceremonies, services and pow wows because the moment we advertise and the moment we exchange even a dollar, according to our federal laws, our event ceases to be sacred and the Government thus has the right to come and do as they please.

Remember, these are the people who said, "Just because your parents were Indians does not make you an Indian." I guess someone needs to take the officers of the Department of Interior Fish and Wildlife back to basic 101 classes to learn that like reproduces like.

So please keep us in prayer on March 23, 2010 at 4:00 PM Texas time as we go before the court and make right that which was wrong.
